SANFORD, Fla. (AP) — Before the charges that police botched the investigation of the shooting of an unarmed black teen, there were complaints that police went easy on an officer's son who beat a black homeless man, or that police pull over black kids for wearing the wrong color hat because they suspect gang associations. It is still not known if Bales, who allegedly massacred 17 Afghans, was ever diagnosed with post-traumatic stress disorder, but even if he had been that alone would not have prevented him from being sent back to war. The Army diagnosed 76,176 soldiers with PTSD between 2000 and 2011. Many returned to the battlefield after mental health providers determined their treatment worked and their symptoms had gone into remission. The case of Bales has sparked debate about whether the practice needs to be re-examined. SAN FRANCISCO (AP) — Government auditors say federal officials know nothing about thousands of miles of pipelines that carry natural gas released through the drilling method known as fracking, and need to step up oversight to make sure they are running safely.
